Dorottya Karsay

Project Manager of MDAC's Detention Monitoring Project

Dorottya Karsay has been the Project Manager of MDAC's Detention Monitoring Project since November 2010. As Project Manager she is responsible for increasing the effectiveness and knowledge base of inspectorates at the UN, Council of Europe and domestic levels with regards to the rights of persons with disabilities in places of deprivation of liberty, the Convention on the Rights of Persons with Disabilities (CRPD) and monitoring methodology in psychiatric and social care institutions.


Dorottya has been representing MDAC in the OPCAT Contact Group to the Subcommittee on Prevention of Torture and has participated in consultations with the European Committee for the Prevention of Torture (CPT). Dorottya has organized a number of capacity building events for NPMs, Ombudspersons' Offices, and NGOs in the Council of Europe region as well as high-level meetings brining together key actors working at the intersection of torture and ill-treatment prevention and disability in the UN and the Council of Europe.

Dorottya has studied at the University of California Los Angeles, Central European University, and Eotvos Lorand University and has a background in Human Rights, Sociology, English, and Afro-American Studies.
